CONSULTANCY SERVICES TO SET-UP THE PACIFIC RESILIENCE FACILITY (PRF)
The Pacific Islands Forum Secretariat (PIFS) is inviting tenders from interested English-speaking consultants to provide advisory services to support the setup of the Pacific Resilience Facility (PRF).
The Finance and Economic Ministers Meeting (FEMM) in August 2022 mandated a review and reframing of the Pacific Resilience Facility (PRF) in light of post-covid considerations and Members needs. In August 2023, FEMM approved the reviewed and reframed PRF, which consisted of 18 re-design elements of the PRF and marked the transition from the due diligence to the set-up phase of the PRF work. The Pacific Leaders in their meeting in November 2023 in Cook Islands have endorsed the Declaration to Establish the PRF.
This project will be undertaken by a consultancy team comprising of PRF General Manager, Investment Policy Advisory Services, Legal and Tax Advisory Services, Resilience Programming and Project Policy Advisory Services, and Marketing and Communications Advisory Services. The consultancy team will work under PIFS’ direction and supervision. Interested individual or team applicants are encouraged to submit their tenders. The applicants must clearly demonstrate suitability against the criteria’s on each respective TOR.
The consultancy team must have recognized qualifications in Economics, Accounting, Management, Business, Law, Trade, Multimedia, Communications, Marketing Design; relevant national, regional and international experience on respective roles, and strong understanding of Pacific Resilience issues.

INFORMATION
Only applicants who meet the following criteria are eligible to take part in tenders issued by the Secretariat:
- Are financially solvent and able to conduct business operations in a professional and successful manner;
- Are not involved in any court proceedings which may affect their ability to conduct business or deliver the services tendered; and
- Do not appear on the World Bank’s listing of ineligible firms.

Deadline for submissions: 4pm, Tuesday, 27 February 2024 (Fiji time).
