Background
At their 51st Meeting, convened from 11 to 14 July 2022, in Suva, Fiji, Pacific Islands Forum (PIF) ‘Leaders reiterated their strong concerns for the significance of the potential threat of nuclear contamination to the health and security of the Blue Pacific, its peoples and prospects.’
- Leaders noted ‘the arrangements for a Preliminary Independent Review relating to Nuclear Contamination Issues in the Pacific, including nuclear Test Site at Runit Dome Island of the Republic of Marshall Islands, which is expected to commence in the second half of 2022.’
- This Terms of Reference (TOR) shapes the objective, the scope of work, and other arrangements for the engagement of a consultant to carry out the preliminary independent review.
Objective
The objective of this consultancy is to undertake a preliminary independent review of existing studies and conclusions regarding the state of nuclear contamination in the Pacific, including in the Runit nuclear waste site in the Republic of the Marshall Islands and other islands and atolls where tests have been conducted, including Kiribati and French Polynesia.
Scope of Wor
- In pursuit of the objective, the Consultant is required to:
- undertake a desktop study to identify all relevant scientific studies relating to nuclear weapons tests in the Pacific, including on the environmental and health effects of such tests and on remaining depositions of radioactive materials (including their location);
- produce a summary report of the studies identified in (1); and
- identify gaps in existing studies relating to nuclear contamination issues in the Pacific.
