Background/context
The Safe and sustainable drinking water for Kiritimati Island project will involve construction and installation of water supply infrastructure including groundwater infiltration galleries, water tanks, pumps, electrical grid extensions and pipelines. This will involve earthmoving, trenching and other civil works.
To achieve these works, a mini excavator with plant trailer will be required for small to medium scale digging, clearing and trenching activities. The plant trailer will transport the mini excavator effectively to/from construction sites.
Kiritimati roads are either tarmac with some bumps/potholes or compact sand. It is a highly corrosive environment given the consistent trade winds and proximity to the coast and lagoon in all locations, thus provision should be made for all equipment to be robust and resist corrosion.
Functional Specification
The mini excavator will be used to expedite earthmoving activities for water infrastructure installation.
The plant trailer will be used to transport the mini excavator to/from work sites.
Design Specification
The mini excavator should:
– Have an operating weight of 1.5 to 3.0 tonne
– Be new and from a recognized quality brand
– Be able to withstand the hot, harsh, humid, and corrosive Kiritimati Island environment
– Be suitable for site clearing, trenching, digging and other earthworks in sandy and rocky soil
– Come with any spare parts and supplies potentially needed for servicing in the first 4 years of regular operation.
The plant trailer should:
– Be specifically designed to load and transport the mini excavator
– Have heavy duty suspension
– Be robust, heavy duty and resistant to corrosion
– Come with 4 spare tyres, 2 with wheels
– Enable easy and stable loading/unloading with prop stands and/or skid supports as necessary
– Be simple and easy to operate
– Have a robust, hinged, integrated loading ramp
– Have a bucket rest, if necessary for the mini excavator
– Be equipped with all necessary operational and safety features (including signal lights) that would ensure compliance with Kiribati and Fiji roadworthiness requirements
– Be double axle (4-wheel) to withstand the load and bumpy roads and for stability during transport and loading/offloading the mini excavator
– Come with any spare parts and supplies potentially needed for servicing in the first 4 years or 80,000 km.
Submission Instructions
Your proposal must be submitted in two separate emails.
You must submit your Technical proposal (Annexes 1 to 4 and all their supporting documents) in English as an attachment to one email. No financial information may appear in the technical proposal.
You must submit your Financial proposal (Annex 5) in a separate email. All prices in the proposal must be presented in FJD. Your Financial proposal is to be password protected. SPC will request the password in the event that it is required.

Your proposal must be received no later than 22/08/2022 by 4 pm Fiji time. Only one bid per bidder is permitted.
