The Federated States of Micronesia (FSM) has received financing from the World Bank (WB) toward the cost of the Digital FSM Project, and intends to apply part of the proceeds for consulting services.
The M&E Specialist will provide technical leadership in the development of project results framework, development of FSM World Bank funded projects indicators, monitoring plans and indicators to capture project performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project’s activities. She/he will oversee the development and implementation of the monitoring plan to capture the FSM World Bank funded projects performance and results, including routine reporting, baseline and result assessments, and all monitoring for process and outcome evaluations. The position reports to CIU Program Manager.

The Central Implementation Unit (CIU) within the FSM National Government Department of Finance and Administration (DoFA) now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. and the details of two references).
The criteria for selecting the Consultant are:
Mandatory requirements
• University Degree in Monitoring and Evaluation, Development studies, International Relations, Political Science Economics or related social sciences;
• Knowledge of development planning process and development plans;
• At least ten (10) years of experience in monitoring and evaluation, results based management;
• Excellent writing and analytical skill in drafting concept notes and reports;
• At least five (5) years of demonstrable experience in working for or reporting to Development Partner; and
• Understanding and knowledge of basic computer applications such as MS Words and Excel.
Desirable requirements
Master’s degree in social science preferably in development planning or economics;
Experience working within the Development agencies preferably in government system;
At least five (5) years of project related experience in using a Statistical Software (for example SPSS, STATA);
At least five (5) years’ experience in carrying out evaluations in a development context and or Small Island Developing State.
Duration and Location
The M&E Specialist will be based in Palikir, Pohnpei, Federated States of Micronesia for an initial period of twelve months on fulltime basis. Extension will be subject to satisfactory performance and availability of funds.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
