The Federated States of Micronesia (FSM) has received financing from the World Bank (WB) toward the cost of the Digital FSM Project, and intends to apply part of the proceeds for consulting services.
The Communications Specialist will be required to assist with the implementation of a holistic communication strategy and plans to support the FSM World Bank funded projects. She/he will develop, manage and coordinate public relations and visibility campaigns relating to the various World Bank funded projects under implementation. She/he will manage external and internal communications, promote a positive public image and control the dissemination of information for all World Bank funded projects under implementation in FSM. The position reports to CIU Program Manager.

The Central Implementation Unit (CIU) within the FSM National Government Department of Finance and Administration (DoFA) now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar
conditions, etc. and the details of two references).
The criteria for selecting the Consultant are:
Mandatory requirements
• A minimum of bachelor’s degree in public relations and communication including journalism or related field, with sufficient practical experience in public communication;
• At least five (5) years of work experience working in public communications
• Proven excellence, enthusiasm, and creative/journalistic writing skills, and approach to communications that spur active public debates;
• Proven ability and knowledge of social media platforms;
• Excellent written and verbal communications in English.
Desirable requirements
A Master’s degree in Journalism, Public Relations, Mass Communication, or a related field;
A combination of skills and knowledge in both print and visual communications including knowledge in and handling of communication equipment is an added advantage;
Experience working within the Development sector preferably in a Government Agency;
Demonstrated ability to conceptualize and develop visual media content.
Duration and Location
The Communications Specialist will be based in Palikir, Pohnpei, Federated States of Micronesia for an initial period of twelve months on fulltime basis. Extension will be subject to satisfactory performance and availability of funds.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
